- Transient 429/5xx/network failures receive bounded retry guidance.
- Unsafe POSTs without idempotency keys receive
reconcile, not false confidence. - Failed payment operations always reconcile: an authorization can remain settleable after an HTTP failure.
- Signed checkpoints use expected revisions, monotonic steps, and idempotent operation IDs.
- Each signing key sees only its own run state.
